FIRST PART

Purpose, Scope, Basis and Definitions
Aim

ARTICLE 1 – (1) The purpose of this Regulation; It is to regulate the procedures and principles regarding the purpose, fields of activity, management bodies, duties and working methods of the Dokuz Eylul University Science and Technology Application and Research Center.
Scope

ARTICLE 2 – (1) This Regulation; It covers the provisions regarding the purpose, fields of activity, governing bodies, duties of the governing bodies and the way of working of the Dokuz Eylul University Science and Technology Application and Research Center.
Rest

ARTICLE 3 – (1) This Regulation has been prepared on the basis of sub-clause (2) and article 14 of sub-clause (d) of the first paragraph of Article 7 of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions

ARTICLE 4 – (1) In this Regulation;

a) Advisory Board: Advisory Board of the Center,

c) Director: The Director of the Center,

ç) Rector: Rector of Dokuz Eylül University,

SECOND PART

The Center’s Purpose and Fields of Activity
The purpose of the center

ARTICLE 5 – (1) The aim of the Center is to carry out high-level scientific studies and research, to produce new information and technology in line with the development and modernization needs of agriculture, industry and technology activities in the country and in the region, in line with the principles and objectives of the development plans, to disseminate science data, to support national development and development, to ensure that the University progresses in research and development activities in line with the scientific priorities of the country by collaborating with domestic and foreign institutions, to contribute to the universal and contemporary development of the center and to provide laboratory facilities.
Areas of activity of the center

ARTICLE 6 – (1) The activities of the Center are as follows:

a) To carry out scientific and technological research, to support and organize joint research between units and participation of units in national and international projects.

b) To provide laboratory and research services for the studies to be carried out within the scope of national and international projects.

c) To establish new specialized research laboratories within its own structure and to provide its basic infrastructure in line with the needs of the country and region.

ç) To ensure more effective use of existing and/or new laboratory equipment used by the units for researches to be carried out, by bringing them together under its own roof and/or on site.

d) To provide laboratory facilities to researchers in postgraduate, doctoral thesis studies and other research carried out at the university.

e) To provide the general laboratory infrastructure for research carried out in universities, research institutions, public, private sector and industrial establishments, aimed at domestic and national production, which will provide technological developments.

f) To provide the general laboratory infrastructure for the application and research projects carried out by existing and newly established companies in the technology development zones of the university.

g) To develop its own infrastructure in order to support projects for application and research, to obtain resources from industry, public and international organizations in accordance with the relevant legislation, to make plans for this purpose, to develop and propose projects, and to ensure the completion of the projects it is responsible for carrying out.

ğ) To increase the project execution potential of the University by working with the technology development zone, technology transfer office, project support unit and other relevant education and research units that support the University’s research and development strategy on issues such as patents, license agreements, technology transfer, and to cooperate with national and international organizations.

h) To provide consultancy and training services to national and international private and public institutions, to organize seminars, workshops and conferences.
THIRD PART

Governing Bodies and Duties of the Center
The governing bodies of the center

ARTICLE 7 – (1) The governing bodies of the Center are as follows:

a) Director.

b) Board of Directors.

c) Advisory Board.
Manager

ARTICLE 8 – (1) The Director is appointed by the Rector from among the University faculty members to serve for a period of three years. The Director whose term has expired may be reassigned. The Director is responsible to the Rector for all activities of the Center. In the absence of the manager for more than six months, his duty ends. The director may be dismissed in the manner in which he was assigned.

(2) With the recommendation of the Director, two faculty members from the fields of engineering and science are appointed by the Rector as deputy directors for a period of three years. When the principal is not on duty, he deputizes one of the vice principals. When the manager’s duty ends, the duties of his assistants also end automatically. Deputy directors whose term of office has expired may be reassigned in the same manner.
Manager’s duties

ARTICLE 9 – (1) The duties of the director are as follows:

a) To manage, observe and supervise the activities in line with the purpose of the Center and to take and implement all necessary measures in this direction.

b) To call and chair the Board of Directors for a meeting at least once every two months.

c) To ensure the establishment, development and functioning of the physical and technical infrastructure of the Center in accordance with its objectives.

ç) To implement the decisions of the Board of Directors.

d) To prepare cooperation and project protocols with domestic and foreign institutions, and to present them to the Rector by taking the opinion of the Board of Directors.

e) At the end of each year, to present the activity report on the work of the Center and the work program for the next year to the Rector.

f) To perform other duties assigned by the Rector.
Board of Directors

ARTICLE 10 – (1) Board of Directors; The Director consists of a total of nine members, including assistant principals, two members to represent the engineering field, one member to represent the field of science, and three members from among the faculty members of the units where research and development activities are carried out, to be appointed with the proposal of the Director and the approval of the Rector from among the university faculty members. All members of the Board of Directors have the right to vote.

(2) The term of office of the members of the Board of Directors is three years. A member who leaves before the expiry of his term of office or is appointed outside the University for more than three months is replaced by the same procedure. Members whose duty has expired can be reassigned. The duty of the Board of Directors automatically ends with the termination of the duty of the Manager.

(3) The Board of Directors convenes at least once every two months and when necessary, upon the call of the Manager, with the absolute majority of the total number of members, and takes decisions by majority vote. In case of equality of votes, the majority in the direction of the Director’s vote is deemed to have been achieved.
Duties of the Board of Directors

ARTICLE 11 – (1) The duties of the Board of Directors are as follows:

a) To take decisions on matters related to the activities and management of the Center.

b) To prepare guidelines that determine the principles of establishment, operation and use of the application and research laboratories within the center and submit them to the Senate for approval.

c) To ensure that studies requiring cooperation between the Center and other units of the University are carried out.

ç) To evaluate the activity report of the previous year and the work program for the next year and to make a decision to present them to the Rector.

d) To decide on any issue brought by the Director.
Advisory Board

ARTICLE 12 – (1) The Advisory Board consists of at least seven and at most fifteen members, under the chairmanship of the Director, from inside or outside the University, scientists who are experts in research subjects of the Center, representatives of national research institutions, representatives of public and private sector organizations, and representatives of non-governmental organizations such as chambers of industry, chambers of commerce and exporters to which these institutions are affiliated.

(2) Members of the Advisory Board are appointed by the Rector for two years upon the recommendation of the Director. A member whose term of office has expired can be reassigned. Members who leave before their term expires are assigned with the same method to fill the remaining term.

(3) The Advisory Board convenes at least twice a year upon the call of the Director. Deputy Directors attend the Advisory Board meetings without voting rights.
Duties of the Advisory Board

ARTICLE 13 – (1) The duty of the Advisory Board is to express an opinion on the work of the Center and to make suggestions to the Board of Directors on new areas of work.
CHAPTER FOUR

Miscellaneous and Final Provisions

ARTICLE 14 – (1) The number of central units, their working subjects and their terms of office are determined by the Board of Directors.
Personnel Needs

ARTICLE 15 – (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be appointed by the Rector in accordance with Article 13 of the Law No. 2547.
Fixtures and equipment

ARTICLE 16 – (1) All kinds of tools, equipment and fixtures purchased within the scope of practices and research carried out by the Center are allocated to the use of the Center.

Cases where there is no provision in the regulation

ARTICLE 17 – (1) In cases where there is no provision in this Regulation, the provisions of the relevant legislation are applied.
Force

ARTICLE 18 – (1) This Regulation enters into force on the date of its publication.
Executive

ARTICLE 19 – (1) The provisions of this regulation are executed by the Rector of Dokuz Eylül University.
